What does the Bible say about prophecy?

Scripture values prophecy while insisting it be tested, and warns against anyone who speaks presumptuously in God's name.

What Scripture says

1 Thessalonians 5:20-21

Don’t despise prophecies. Test all things, and hold firmly that which is good.

2 Peter 1:20-21

knowing this first, that no prophecy of Scripture is of private interpretation. For no prophecy ever came by the will of man, but holy men of God spoke, being moved by the Holy Spirit.

1 Corinthians 14:3

But he who prophesies speaks to men for their edification, exhortation, and consolation.

Deuteronomy 18:22

When a prophet speaks in the LORD’s name, if the thing doesn’t follow, nor happen, that is the thing which the LORD has not spoken. The prophet has spoken it presumptuously. You shall not be afraid of him.
